Notice is hereby given that the Purchasing Agent of the Incorporated Village of Freeport, New York will receive sealed proposals for “Architectural/Engineering Design, Bidding and Construction Administration and Inspection Services For Redundant Energy Supply at Power Plant 1” until 4:00 P.M. on Thursday, March 8, 2018, in the Purchasing Department, 46 North Ocean Avenue, Freeport, New York 11520.
The successful Respondent will assist the Incorporated Village of Freeport with all basic services necessary for Architectural/Engineering Design, Bidding, Construction, Administration, and Inspection of this project including complete testing and full integration into service of the engine generator and all required electrical peripherals and facilities in accordance with HUD and GOSR requirements and timetables.
Specifications may be obtained at the Office of the Purchasing Agent, Municipal Building, 1st Floor, and 46 North Ocean Avenue, Freeport, New York, 11520 or on the Village website, www.freeportny.gov, from 9:00 A.M. on Monday, February 12, 2018, until 4:00 P.M. on Thursday, March 8, 2018.
The proposal packets may be hand delivered or mailed to the above address. Proposal packets will not be accepted after 4:00 p.m. on March 8, 2018. NO EXCEPTIONS SHALL BE GRANTED. The Board reserves the right to reject any or all proposals received and subject to these reservations, shall award the contract to the highest qualified and responsible vendor. The Village encourages minority and women-owned businesses (WMBE) to participate in all Village proposals. Proposals, which in the opinion of the Board are unbalanced, shall be rejected. The Village will not reimburse any individual or firm for any costs associated with the preparation of their proposal.
In submitting a proposal, vendor agree not to withdraw their proposal within forty‑five (45) days after the date for the opening thereof.
CDBG-DR FUNDED PROJECT
This project is being financed with U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant-Disaster Recovery (“CDBG-DR”) funds administered by the NYS Governor’s Office of Storm Recovery (“GOSR”). Attention of Proposers is particularly called to Section 3 requirements,[1] M/WBE goals, Federal labor standards, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts.
